Here is a list of cycling associations in Canada. These sites will help you get your cycling license and also tell you when and where the races are.

The Canadian Cycling Association (Association cycliste canadienne) says that you must apply for your cycling license in the province you live in regardless of your nationality. There are 11 different provincial associations in Canada for applying for your Canadian cycling license.
